Per BBC report
Rashford was clearly offside as he chased Casemiro’s pass, but did not touch the ball, leaving it for Fernandes to whip his finish beyond Ederson.City’s argument, with justification, was that Rashford was having a significant impact on the incident even without touching the ball because his presence clearly put him in a position where he had an effect on Nathan Ake and Manuel Akanji’s ability to make a challenge.
Referee Stuart Attwell consulted his assistant and the goal was given, much to City’s anger as their players confronted the official at the final whistle.

It is, without doubt, the main topic of debate from Saturday’s Manchester derby β should Bruno Fernandes’ equaliser have stood?In the 78th minute at Old Trafford, the Portuguese midfielder converted past Ederson with a cool finish. But the goal was shrouded in controversy after many deemed Rashford to be interfering with play.
The England international did not touch the ball after clearly coming from an offside position, but some were convinced that he played a part by obstructing City’s defence before Fernandes fired home.

But after Rashford failed to touch the ball on his run towards the goal, Bruno Fernandes ran onto it and found the back of the net.Law 11, which details the offside law, states in section two: “Making an obvious action which clearly impacts on the ability of an opponent to play the ball.”
City argued that goalkeeper Ederson had been pulled out from his goal line due to Rashford’s positioning.

14th January 2023 at 3:38 pm #202884All was going fine – until they found themselves on the wrong end of a highly contentious refereeing decision. Casemiro pushed a ball through for Marcus Rashford, who ran to the edge of City’s area before leaving the ball for Bruno Fernandes to fire home.
The linesman rightly flagged Rashford offside, before the referee came over and decided that because Rashford hadn’t touched the ball he had not interfered with it – despite commanding all of the attention of the City defenders. Guardiola vented his fury at the fourth official, the players went spare at the on-field ref but the goal stood.

14th January 2023 at 3:38 pm #202885FYI, the offside in Bruno's goal wasn't determined by whether Rashford was "interfering with play" or not. The rule is that Rashford only becomes active in that situation if he *plays the ball or makes an attempt to play the ball*.
He did neither.
VAR was right.

14th January 2023 at 3:51 pm #202892There’s a brief spell when the ball ends up directly in front of Rashford while he’s running just behind it and he’s arguably effectively in possession of the ball at that point even if he doesn’t touch it. That surely has to be taken into account rather than hiding behind “not attempting to play the ball”.
