It helps when you can count on the top Germany players wanting to eventually play for you. It isnt difficult to be smart and just wait until you get a free transfer, or can force a move through before that, if needs be.
The 51% rule protects things like full stadia in other clubs but it also protects bayern, as the linked video, or another video that I watched discussed.
So clubs refuse to sell, they wait and get them for free. This is fine in a one off situation but it is a constant threat, in the same direction, it is tedious.
