6th December 2019 at 11:32 am #55656Chelsea can sign players in January after having their Fifa transfer ban reduced following an appeal to the Court of Arbitration for Sport.
The Premier League side were given a two-window ban by Fifa in February for breaching rules on signing young players.
Cas halved the ban to one window, which was served during the summer.
It also reduced the fine for the London club from 600,000 to 300,000 Swiss francs (£230,000).
Chelsea were given a transfer ban after 150 rule breaches involving 69 academy players over several seasons, according to the judgement published by Fifa.
Cas found that the Blues “did violate” rules “related to the international transfer of minors” and “to the first registration of minors” but “for a significantly smaller number of players” amounting to “about a third of the violations found by Fifa”.
The Cas verdict added: “In addition, the violations of other RSTP (Regulations on the Status and Transfer of Players) rules were found to be less serious than those attributed to Chelsea by Fifa.”

6th December 2019 at 1:47 pm #55663I think Frank has had a clear view in his mind of where he wants strengthen and with whom getting them in January will be the problem.
I suspect despite the large transfer kitty that Frank is sitting on he will be careful and prudent in how he uses it and there won’t be any panic buys in January but expect Chelsea to be linked with everybody and their dog now.

6th December 2019 at 2:27 pm #55674“Chelsea have given Frank Lampard £150m to spend in January with boss Frank Lampard targeting additions throughout his team, according to a report.
The Blues are free to re-enter the transfer market in 2020 after the Court of Arbitration halved the club’s two-window transfer ban, ruling that their restriction on summer signings was the end of their punishment.
Lampard has thrived without the ability to sign new players so far this season, with academy graduates Mason Mount and Tammy Abraham forming a solid spine.
However, according to The Telegraph, Lampard insists that new additions are needed and is set to try and make signings in the winter window.
The newspaper says that strikers, wide players, a full-back and a centre-back are all on Lampard‘s radar.
It is claimed that Lyon forward Moussa Dembele and Crystal Palace winger Wilfried Zaha, as well as Borussia Dortmund’s Jadon Sancho are all being considered.
As for defensive additions, Chelsea reportedly want Leicester City’s Ben Chilwell, although a deal is unlikely to be happen in January.
Bournemouth’s Nathan Ake is an option too, given that the Blues can buy the Netherlands centre-back back for £40m.
Despite the number of names being mentioned, The Telegraph insists that Lampard wants to keep his mix of homegrown and academy talent while infusing other more experienced players from across Europe.
The newspaper says that the £150m has been allocated following the departures of Eden Hazard to Real Madrid and David Luiz to Arsenal, as well as the £58m that is due from Atletico Madrid for Alvaro Morata. ????

Chelsea Football Club has today been notified by the Court of Arbitration for Sport (CAS) that its appeal has been successful. The transfer ban imposed on Chelsea has been reduced to one window, which has already been served, and Chelsea is therefore free to sign players in the January 2020 transfer window.
Chelsea is grateful to the CAS for the diligent approach that it gave this matter. The club has not yet received the written reasons for CAS’s decision but wishes to make the following clear:
1. The approach taken by FIFA to this case has been deeply unsatisfactory, not least as FIFA chose to treat Chelsea entirely differently to Manchester City for reasons that make absolutely no sense to Chelsea.
2. FIFA accused Chelsea of having breached Article 19 of the FIFA regulations in relation to 27 players, covering the period from 2009 onwards. Of those, 16 players were registered by Chelsea in exactly the same way as other Premier League clubs registered players at the time. Furthermore, Chelsea sought clarification from the Premier League in 2009 about whether it needed to apply for permission to register players in this category. The FA subsequently liaised with FIFA and it was confirmed to Chelsea that players in this category were entitled to register and that no special application was required (and in fact no special application process existed). Accordingly, the fact that FIFA brought charges against Chelsea for this category of player was perverse. We are grateful that this appears to have been corrected by the CAS.
3. In relation to the remaining 11 players, Chelsea’s position was as follows:
a. Six players qualified for one of the exceptions set out in the FIFA regulations. As a consequence, to the extent there was any breach in relation to these players, the breaches were of a procedural nature only.
b. With respect to the remaining five players, FIFA’s position was that it “deemed” these players to have registered prior to any application for registration being made. Chelsea maintains, as was held by CAS in the Real Madrid case, that the FIFA regulations do not cover a concept of “deemed registrations” and accordingly it is not open to FIFA to “deem” that registrations were made before they were in fact made.
4. Chelsea respects the importance of the work undertaken by FIFA in relation to the protection of minors and has fully cooperated with FIFA throughout its investigation. However, if FIFA continues to impose inconsistent and unequal sanctions on clubs then it will not only undermine the very purpose of the regulations, but it will also bring into doubt the game’s confidence in FIFA being able to appropriately regulate this important area.
